Where the gosh-darn-tootin' were Risk's arms!?!

Roy doesn't count, his arm is still around in a bin full of ice, it's just really sad and lonely.

How come we didn't a Black Light Lantern, whose energy beam would make all the other colored corps stand out more and therefore be more powerful?
